Complex, out-of-state adoptions involving termination of parental rights require coordination among Florida Department of Children and Families, and the applicable foreign state department charged child welfare.
The complexity of a non-step-parent adoption in part depends on whether or not the precise location and cooperation of each possible parent is readily known. In addition, a home study is required, which includes an evaluation of the prospective adoptive home and parents.
If a biological parent’s spouse wishes to adopt a step-child, the adoption procedure is much more straightforward, provided the other biological parent is cooperative. A home study is still required.
